Outputs from the ProeHealth Validation Workshop

The Proehealth Validation Workshop gathered a mix of stakeholders from the eHealth field and provided a platform for debating procurement approaches for eHealth solutions. The aim of the workshop was to stimulate a discussion stemming from the findings of ProeHealth's ten case studies on procurement of electronic health record and telemonitoring systems and the resultant draft guidelines for ensuring successful procurement.
An introduction was provided by Dr. Jaakko Aarnio of the European Commission Directorate General for Communications Networks, Content and Technology (DG Connect). Dr. Aarnio informed participants about the background and objectives of the ProeHealth study and the activities of DG Connect in the field of the study. The Telemonitoring Northern Ireland and Northern Norway EHR good practice case studies were presented by procurers to provide illustrative examples of successful procurement processes and insight into the lessons derived from these cases.
Break out discussion sessions were then held on procurement of either EHR or telemonitoring services. These sessions had three objectives:

  • To provide a forum for debate on the set of draft guidelines for ensuring successful procurement procedures,
  • To collect experts' views on those findings, as well as general views, in particular on current and future Commission action in the area of the study,
  • To provide a forum for discussion and exchange between procurers and vendors, in order to better understand the issues and challenges they face in communicating with each other.

The results of the breakout sessions were presented and discussed in a plenary session. Which was concluded by an overview of the day and a question and answer opportunity.

Pēteris Zilgalvis, Head of Unit for Health and Well Being at DG Connect rounded off the workshop with an outlook and insights into further Commission actions in the field of the study. The workshop then closed with a networking event for all participants.

The results of the workshop and comments gathered will be used to validate the study’s findings and will be implemented in a final study report due in early November.
